One picture is more than thousand words, one return unhurt from war is more than return with disabilty or death. Served in one war and return unhurt is more than served 35 years of no war. Ferocious war experience soldier may mentally unfit for another war but physically fit. A 3 year soldier unhurt in war is better qualified for pension than a 14 year soldier hurt in war. Pension must be given to all soldiers who fought in any battle front 1962 - 1965 -1971 regardless the length of service and return unhurt. Pensionless Ex-servicemen turning 65 must be granted pension. Pensionless senior citizen ex-servicemen who served in any war must be granted pension and medical benefits. Otherwise there will be a curse on those authorities who do not grant pension to them. I served in the front line of 1965 war at Sialkot sector Klawinda, we advanced all the way to the Railway Station. I was distributing water, food and home letters to jawans in the advancing trenches in the highest risk of casuality of disability injuries or death. If I won't get pension to those service then who is eligible to get a pension, I believe none. It is true I did not complete the 15 years but it is also true I did more than many 15 years did. Dear authorities: if I was stupid and if I was dumn I should have beed dead or badly wounded. Then you should have given pension on my stupidity. The world needs smart persons and if you are not appreciating the smartness there is a problem in our qualifying tradition.

It might not be correct for the PC to rely on what the service chiefs and some senior top brass say as desirable. Many, many people working in our defence services appear to have given vent to their grievances on their present compensation. The PC must study them as well along with the survey data. THERE CAN BE ABSOLUTELY NO GAINSAYING THAT OUR DEFENCE FORCES MUST BE KEPT FULLY HAPPY WITH GOOD REWARD FOR THEIR LABOURS DEFENDING OUR COUNTRY. The coming years are possibly going to bring challenges for them to meet. Which alone justifies a need of the PC to consider a hefty pay hike especially but not exclsively at non commissioned and middle level commissioned officers.A package including different benefits must also be generously granted. People will support the govt. in according thus an acknowledgement of their selfless services to the country.

They have tilled our soil, defended our country, taught our children, worked in our factories, and raised a new generation to build upon our successes. And yet, many struggle to get by. Threats to old age problems, sickness, cost of living, family values changed, health costs, and abuse and neglect of seniors all jeopardize our unspoken covenant: our seniors worked hard to take care of us, and now we must be here for them. Their pension must be raised and pensionless senior citizen ex-servicemen who served in any war must be granted pension and medical benefits.

It is not just a Pay Commission issue. In addition to teaching all soldiers the Art of War ( at present certain officers only ) they must be equiped with the best and sophisticated weapons, communication sets on the lines of American and British. Night duty must be provided with night vision and movement sensitive equipments, star-war related the "GPS" (satellite equipment) must be developed to our topographical (but should not depend on the GOOGLE) to remain adjscent with our and enemy locations. Create Army Airwing starting with brigade level and provide heavy and medium lift Helicopters by which the efficiancy will be increased. Obtain the Art of War training from the major world countries. Prepare every soldier a man of ready by body mind and the willingness to serve the nation and pay them up right above a Civilian Pay Commission report. We have about 22 lakhs of ex-servicemen and they are a great support to servicemen and most exservicemen have at least a son or grandson in service, pay them better pension and benefits. Pay pension to all pensionless senior citizen exservicemen who served at least seven years. There should be at least TWO (2) Member of the Parliament ( MP ) one from the Ex-Servicemen of officers, and the other from Persons Below Rank Officer.

Traditional one Pay Commissions is just a repeatuion of poor economy. If at all a traditional pay commission needed it should be for the employees of the Administrative Services only. Other services such as Defense, Postal, Scientists, Railways, Armed Forces, Teachers, etc should not be included in the administrative pay scale. Their's should be separate of their standards. Otherwise, no one Pay Commission can match the charasmatic. Employees should be hired to serve in the departmental standards and the pay scale. It is invation of privacy of an employee to publizise how much is the salary. For the most skilled professions such as Scientists it is not fair to be on a uniform pay scale, like of other superpowers it should be through private agencies.

I do not blame the commission for such a report. In the thearotical points the commission may be right. The practical life of a soldier soldiers are far off theory. There is no comparison of soldiering at remote and border areas. If the commission had a slightest idea of the hardships would have reported for higher pay scale. In the modern warfare skilled men are needed than before. That alone a pay scale of the tradition shall not serve well. Life's risks are always in front of a soldier. It seems China is building her strength at our corners and is much a head of us in many items in the Art of War. Who shall go there to face them to protect our country. We should not be stingey to our soldiers. Recruitment in the services has a higher health standard of a civilian job. For such standard too utilizing for the nation they must be paid higher. Almost all ex-servicemen have at least one son in the military service. All the ex-servicemen should be paid a good pension and benefits, this will boost the morale of servicemen. Pensionless senior ex-servicemen who served at least seven years between 1962 and 1971 must be granted pension and benefits for their service during the two wars of the time. A Retd general must be included in the future or the Seventh Pay Commission.

There should have been standing standard instructions for the Pay Commission report by which the Commission should concentrate through the instructions. Traditionally private sector on profit making pays more than government which is a non-profit organization. Job security is higher with government is the advatage with government. A computer engineer in private sector may be paid Rupees 300000 a month while non-profit organization many not afford the sale. Firstly the government should have collected recommendations from various departments for the pay hike from the standing instruction and from there the Sixth Pay Commission would have prepared integrated independetly their report.

I wish to add herein that the Pay Commissions recommended the scales of these above posts and upgraded time to time. Unfortunately the scale of Professional/Statistical Assistant was not upgraded at par with the other posts. Other Ministries adopted the scale of Rs.5500-9000/- & 6500-10500/- for the post of Professional/Statistical Assistant with same nature of work, e.g. Min. of Communication, Min. of Science & Technology, Min. of Statistical Programme & Implementation, Postal Department etc.(copy enclosed for ready reference). Heartly thanks to 6th Pay Commission who has extended the scale of Rs.5500-9000 & merged with the scale of Rs.6500-10500/- with revised to pay band PB-2 of Rs.8700-34800 along with a grade pay of Rs.4200(Report of the 6th Central Pay Commission Chapter 7.35.2). But this is not enthusiasm to career development avenue. Moreover there is no promotional avenues exists in Central Electricity Authority for Professional/Statistical Assistants. It is requested that your personal attention may kindly be devoted to provide promotional avenues and career advancement to discharge the duties more enthusiasm and bring in more confidence. Even if given all what they want still there will be outcry. If you are an employee tell your boss how much you expect and let the boss takes it to the higher. At the same time, if so much money introduced where are the trees to cut for all that papermoney, do we have the transporation to carry the money nationwide and shelves and storages in the banks. Even I served 1965 war at the extreme edge battelefront, served with out availing annual and casual leave, one full tenure 3 years in the field I served over 3.5 years on my service was great. I left after 8 years and pensionless. Even today after 36 years I am active to help the military with suggestions. Financially I improved much I even visited recently the places where stationed at Domana - Akhnoor - Samba - R S Pura - Hydrabad - Poona etc. in the joy of the youthful days, and will visit again. Such a wonderfull person I am yet there was no regulaions to promote right person to officer rank. These are reasons officers suffering and leaving premature too. To prevent, increases should have been recommendations for added to certain pension funds for certain period of time and may borrow or withdraw against it. To prevent inflation there should be National Bond system from employee salary and the bond may cash at any time of need. That the money pouring into the employees should be readily available for them but can also automatically be saved for children marriage, education, emergency needs, purchasing house and for rainy days. This will prevent a sudden growth of inflation too. I submit my suggestion to the government.

m k ray Thursday, April 03, 2008This is defence personnel and specially for soldiers, sailors,and airmen.pay commisssion should know how tough life is there for a soldier in any forces,beside that day by day cost of essential commodities are hiking in price it is very difficult to maintain family with peacefully in so much less salaries.I do not think there should be so much differences in the payment of officers and soldiers specially in terms of allowances because both have to live in same circumstances even soldiers are more in worst condition in the arm forces.so. payment for soldiers must be more increased starting from 14000/15000 Rs. otherwise our soldiers are getting demoralised day by day mainly because of less salaries. Govt. should think that Soldires must be always motivated.so it is my humble proposal that soldiers payment must be increased upto minimum of 14000/15000Rs.

They have not mentioned anything about Ex-serviceman pension.Those who fought the previous wars and presently 65 years also expects some monitory benefits for their good living like their counterparts who are serving. Therefore we request paycommission should look into the pensioners benifits also. You see in developed countries like US, UK and France Govt give due regard to these people and give them max benefits what they rendered to their country when they were active. This is my humble request to Govt. of India and 6th Paycommission to give max. benefits to the pensioners(Ex-Serviceman) II. The payscales between the officer cadre and men is widening a lot from commission to commission. This is verymuch alarming and unhealthy sign. The parity should decirease. If you calculate payscale to other benefits the ratio is too much. The commission should not create any greavances between officers and men by widening their payscales and benefits.Because they work together definetly people will compare the monetory benifits. The pain taken by officers and men in difficult terrains will be the same.Why the parity. Please thinkover and do benifit to the lower cadre too.with this the greavance will reduce and officers and men will work and exchange good ideas together to benefit our country. If I ubderstood the cause correctly, newly introduced military allowance Rs1000 for Sepoy to Colonel and Rs6000 for Brigadier and above has a major unfair disparity on rank levels. Starting with Sepoy Rs1000 should have been increased to Rs5000 to Colonol. Measuring a Sepoy and Colonol in the same allowance scale is not a fair discretion and discipline. I suggest: Sepoy Rs1000 Naik Rs1500 Havildar Rs2000 Nb Subedar & Subedar Rs2500 Subedar Major Rs3000 Lt & Captain Rs3500 Major Rs4000 Lt Col & Col Rs5000 Brigarier Rs6000 General Rs7000 No pension is mentioned for the penstionless Ex-Servicemen who fought in the 1962 - 1965 - 1971 wars and aged over 65. Appreciate the pay commission will give special attention military and para-military forces as they are performing duties in most risky and dangerous conditions, away from their home and families even at the very young youth for the protection of the nation and all citizens. Most field duty locations are at very remote, sick and epidemic areas, without even the basic amenities of like, no road, no electricity, no fresh potable water, depend on air dropping rations and no freshly prepared food and the least not even seen opposite gender human being for weeks and months. Moreover, they are performing their duties almost 365 days a year, and on 24 hour duty alert although 8 hours on regular duty. They are guarding the nation in the frontlines during war and peace. It is requested that the security forces serving at frontline duties at the border and the declared border region should be paid at least double compared to their counterparts at peace locations. As the war and border security becoming more complicated technical in the modern times and skillful men are needed in the services there should be higher benefits for the skillful personnel taking the risk serving in the forces. Another advantage is that the men will be attracted to risky location on double on more salary paid for selected locations. The benefits of pension shall be granted to all servicemen who served in a warfront but discharged prior to existing minimum service pension eligibility. Life of a jawan at the frontlines is much different than when a minister visits the location. The minister has to be like one among them to see the life, otherwise they come and go for routine support. The jawans of all the forces looking forward towards the Sixth Pay Commission for fair and honest justice regarding their pay and pension.
Rupak and Tapas Friday, February 15, 2008Dear Sir, It will be appreacited that the 6th pay commisssion will be attention to BSF personnal, as the BSF men are performing duties in most inhospitale onditions, away from their families, malaria endamic zone. Even some places where they working has no basic aminties like road, electricity, potable water and they depend on air dropping rations. Moroever, BSF are performing their duties 365 days in a year where civilin employees are working only 264 days excluding GH. Besides above BSF troops are gurading nation in front line i.e. first line thereafter Army, but BSF men are not getting benifit like Army. It is requested taht give proper justice to border men while considering the 6th pay commission recommendation specially for BSF men by recommending special pay allowances and facilities.

No one believes the Sixth Pay Commission report will be unconditionally accepted by the public. There can be out cry in cerain areas, miracles in certain areas and as expected too in others. It will be a powerfull report directly affecting over a billion people of India and the economy in the more complicated international climax, it is not that easy. I have thinking although it is too late to submit: Consider humanity more than man made justifications. Humanity is covers more than goverment administration - politics - religion - job duties - pay scale - etc. It is wisdome more than calculations. For eaxample if asked where is the brain - a correct esablished answer can be in the head - BUT the whole body is the brain. The Sixth Pay Commission report should introduce every citizen to be a producer for the nation. Among the billion people in India, more than half of them are not producing income for India. Every one should be in the national work program. Like Defence Ministry concentrating improvements in the military, nation must concentrate humanity for every person of India. Also I think, soldiers who served in the frontlines of any of 1962-1965-1971 wars and later honorably released pensionless on compassinate grounds should be granted pension benefits at least effective age 65. The most sympathetic consideration is deserved by the Forces, who also must be provided better eqpt.,training, faster promotions - AND ENSURED THEY GET RATIONS AS PER PRESCRIBED SCALES WITHOUT LOOT 'on the way'
General Retired Sunday, January 20, 2008Dear Sir: I am retired general. Army life is unique. Well disciplined, behaved, obedient, healthy, 24 hour busy service, emergency high risk services, away from family even during the most youthfull. A smallest man missing at duty can create biggest problems. I served at frontlines of 1965 and 1971 wars and thank God survived unhurt but many served under my command got hurt. Fulfilled a war mission soldiers should be exempted from minimum service for pension retirement, while longer in service benefits higher. Proud are soldiers survived a warfront, share the experience and enlightened to serve longer, while rarely few are effected psychologically and may seek release, such men are not fit to another war time service I noticed. It is also experienced that many are below rank officer while are capable higher, such men should be exempted from the existing rules to be considered for officer ranks. Soldiers actually engaged in a declared war should be exempt from minimum years for pension for retirement, while longer the service shall increase the benefits. This was practised for World War I and II ex-servicemen. Now ex-service of our own 1962, 1965, 1971 and 1999 wars honorably released pensionless must be honored for 1962, 1965, 1971 and 1999 wars .

A day survived in battlefront is more than served whole life in the service. One may survive death and injuries in high talents while another may die, wounded and became eligible for pension and other benefits. After riskfully served in the warfront few have been released honorably on compassinate grounds. They in the real sense of the mission fulfilled deserve service. There men served in the battle theater not been availed annual leave of the year - such men should be granted extra 3 year for the pension eligibility. Served continually more than 3 years in the war theater on one tennure, this is an unusual situation served more than three years on one tenure. Any one served more than usual time 3 years may be granted extra 3 years of service. 2. Served with out availing eligible annual leave of the year in the war theater. 3. Served at the battlefront and occupied in the invaded area of 1965 war until withdrawal in 1966. 4. Served more than one war of the three wars.

A minimum of 5 year military service with one full term of 3 year war theater may be recommened for the pension eligibility. Following items may also recommended to added pension amount to the suffered hardships. 1. Served contionualy more than 3 years in the war theater, this is an unusual situation served more than three years on one tenure. Any one served more than 3.5 years may be granted extra 3 years of service. 2. Served with out availing eligible annual leave of the year in the war theater. 3. Served at the battlefront and occupied in the invaded area of 1965 war until withdrawal in 1966. 4. Served more than one war of the three wars. 5. To be eligible for the pension benefits the ex-service person must be registered with the Zilla Sainik Board prior to 1-1-2008. New registrants must not be qualified.

Bhawan Dass Monday, January 14, 2008I fought in 1965 war at the extreme frontlines with Rajput Regiment but released in the rank Havildar in 1968 on family situations after served 11 years. Being away from home I lost about 5 acre land at home. The days of war and then six months occupied at invaded area in Pakistan was more than serving whole life 100 years in peace. Being smart escaped war injuries and death. I believe I should get ex-service pension and request to grant penstion to all those released like I was.
