kashmir govt will again fail to lure investors to begin mining sapphires...they want companies to invest too much,even de beers is said to loose interest.its better if they allow locals to do the mining and pay tax to govt and get a certificate to sell their find officially and legaly...madagascar is doing this...then why not kashmir govt?
