'(Goa) is a special state with respect to urban or industrial development due to its topography, demography and fragile environment. Economic growth or urbanisation has to be in conformity with its historical, social and cultural factors,' This statement applies virtually to ALL the states of India,with more or less the adjectives used.India's land resource is scarce and hence precious. Modernization is a must for sustaining its humongous population with officially unchecked growth.For industry, a certain amount of coercion is inevitable and must be statutorily enshrined.For housing and commerical uses,vertical use must become the rule.
