If people suffer in such cases, at all,neighbors or others do not think it is their duty to be of positive help.If so,such neighbours must be punished by suitable law.

It is more important to enact laws to prevent irresponsible talk/ behaviour of neighbours, relatives and others when someone in society still, for no fault of theirs, has to carry on with old socioreligious practices like early marriage which can result in one getting members of posterity (children, grandchildren) earlier than what we normally observe in society. Irresponsible social behaviour in such rare instances, resulting in tragedy, are impermissible.
