Justice Bhagvati is an Indian, and the human rights issues relate to Tamils who are of 'Indian origin'.The Srilankan govt. therefore possibly perceived that in view of its being headed thus stood vitiated to do impartial job. Of course this cannot justify the lack of civility which Mr Bhagvati has referred to.
